Celo plans to migrate from the existing EVM-compatible Layer 1 blockchain to an Ethereum Layer 2 solution. This proposal aims to provide opportunities for further integration and collaboration with the Ethereum ecosystem. The proposal, which emerged as a result of detailed research and community discussions by the cLabs team, envisions Celo running as Ethereum Layer 2 over the OP Stack. This transition will bring some key differences, including a decentralized sequencer. In addition, the off-chain data availability layer managed by Ethereum node operators will also increase security measures. The goal of this design is to enable Celo to maintain its layer 1 blockchain features while maintaining low fees. The proposal will be discussed at a management call on 21 July.
