The White House artificial intelligence and crypto assets czar David Sacks said that Donald Trump’s crypto assets executive order allows the government to purchase more Bitcoin as long as it is done in a way that does not affect the budget. David Sacks stated that if the government could fund the purchase of Bitcoin in a “budget-neutral” manner, without raising taxes or increasing the growing national debt, then the United States could potentially buy more Bitcoin. Saks said at the Bitcoin 2025 conference on May 27 to Gemini co-founders Cameron Winklevoss and Tyler Winklevoss that while he “cannot promise anything,” the government does have a way to purchase more Bitcoin. However, this requires convincing Commerce Secretary Howard Lutnick or Treasury Secretary Scott Besson to agree to the purchase and to provide funding “without imposing new taxes or increasing debt,” Sachs said. “Perhaps funding could be found from some other unused projects—then we would have the potential to acquire more Bitcoin.”
