Shanghai: Foreign investment continues to “increase holdings” in the past year; major projects in new energy vehicles, biomedicine, and others land in Shanghai

The report indicates that over the past year, Shanghai has maintained steady foreign trade and foreign investment efforts. Foreign trade grew against the trend, with diversified strategies deepening, and the effects of trade diversification evident. Import and export with ASEAN and Belt and Road countries increased by 10.4% and 12.1%, respectively. Policies to stabilize foreign trade were implemented and optimized, capacity, finance, legal, exhibition, and intellectual property services were strengthened, and the first customs support measures for the cosmetics industry were introduced to promote domestic sales of foreign trade enterprises. The development of intermediate goods trade and international distribution accelerated, cross-border e-commerce full-chain development was supported, and exports of “new three” products increased by 17.4%. The scale of foreign investment further expanded, with policies supporting foreign investment promotion, the second round of service industry opening-up pilot zones, encouraging reinvestment by foreign-invested enterprises, and overseas investment promotion mechanisms. Support the implementation of the “Promotion of Private Economy” regulations, and the “26 Measures” for high-quality development of the private economy. Support the growth of specialized, refined, distinctive, and innovative SMEs, deepen the “government, association, bank, enterprise” cooperation mechanism, and strengthen regular communication. A total of 391,200 new private business entities were established this year. Shanghai: By 2025, more than 320 new tech companies and 150,000 new domestic and international talents will be attracted

The report states that by 2025, Shanghai will vigorously promote technological innovation, support the high-quality construction of national laboratories in Shanghai, optimize support policies for leading tech enterprises and high-growth companies, improve pilot platforms, and build seven new high-quality verification platforms and six incubators. Many technological achievements will be accelerated for transformation and industrialization, with technology contract transactions reaching 649.68 billion yuan, an increase of 24.9%. The city will see an average of over 320 new tech companies daily. High-level talent hubs will be built with rapid talent introduction mechanisms, policies for discovering and cultivating high-potential young scientists, entry and exit facilitation packages, and support for innovation and entrepreneurship among research personnel. Nearly 150,000 new domestic and international talents will be gathered, including 1,630 high-level overseas talents, fostering vibrant innovation.

Shanghai: Achieve a per capita GDP double that of 2020 by 2035

Gong Zheng, in his explanation of the “Shanghai National Economic and Social Development 15th Five-Year Plan (Draft),” pointed out that the plan sets the main goals for Shanghai’s economic and social development during the “Fifteen Five” period. By 2030, high-quality development will have achieved significant results, the city’s core functions will have been elevated, high-level reform and opening-up will have made new breakthroughs, social civilization will have improved markedly, urban construction will have deepened, and urban governance will have been modernized. The plan also envisions the goals for 2035, aiming to build on the “Fifteen Five” foundation, with the “Five Centers” fully upgraded, key development indicators reaching international leading levels, and the city’s overall capacity and competitiveness significantly enhanced. Per capita regional GDP will double that of 2020, and the city will be fundamentally built into a globally influential socialist modern international metropolis.
